GDAL is a translator library for raster geospatial data formats. As a library, it presents a single abstract data model to the calling application for all supported formats. It also comes with a variety of useful commandline utilities for data translation and processing. The related OGR library (which lives within the GDAL source tree) provides a similar capability for simple features vector data.

GDAL/OGR is generally licensed under the MIT/X license detailed in the FAQ. This is an OSI approved open source license. But GDAL/OGR depends on many subsidiary libraries, and includes a few components under specific licenses.

Files such as gdal/data/pcs.csv are derived from OGP. The EPSG dataset is currently provided under a license that is not open source compatible, but OGP is considering offering it under a revised EPSG license which is being considered for suitability.
